■ PC에서 돌아가는 경량 모델
뮤즈 글리머는 오픈웨이트 모델입니다. 학습에 쓰인 가중치를 공개해 누구나 내려받아 맞춤형으로 쓰고 고치고 배포할 수 있게 한 방식입니다.
소스코드를 전부 공개하는 오픈소스와는 다릅니다. 오픈웨이트는 그 하위 개념입니다.
메타가 앞서 낸 고성능 모델 '뮤즈 스파크 1.2'의 경량화 버전이고, 개인용 컴퓨터에서 구동하는 온디바이스 AI 입니다. 지난달 내놓은 폐쇄형 유료 모델 '뮤즈 스파크'에 개발자들이 접근할 수 있는 방법도 함께 제공할 예정이라고 합니다.
■ 저커버그가 든 이유
왜 공짜로 풀까요? 마크 저커버그는 같은 날 메타 공식 블로그에 '미래는 모두를 위한 것'이라는 제목의 에세이를 올렸습니다.
“초지능을 광범위하게 보급해 모든 사람이 기술을 직접 다룰 수 있도록 해야 한다”며 “일각에선 소수 전문가 집단이 초지능을 통제해야 한다고 주장하지만, 우리는 동의하지 않는다”고 했습니다.

중국산 저가 오픈웨이트 모델을 제재하려는 미국 정부 움직임에 대해서는 “해외 오픈소스 모델에 대한 접근을 제한하는 대신, 우리 목표는 미국 오픈소스 모델이 글로벌 최고가 되는 것이어야 한다”고 말했습니다.
다른 설명도 같이 붙었습니다. 메타는 2분기 실적 발표에서 AI 데이터센터 건설 등 비용 증가로 잉여현금흐름이 91% 감소했다고 밝혔고, 그 뒤 주가가 8% 넘게 빠졌습니다.
김용희 선문대 경영학과 교수는 “메타가 일종의 열위 사업자로서 폐쇄형 AI 모델의 성능을 단기간에 따라잡기 어렵다고 판단했을 것”이라며 “많은 사람들이 학습하고 검증하면서 모델 발전이 가능한 오픈웨이트로 이를 따라잡겠다는 것”이라고 분석했습니다.
■ 같은 날 오픈AI는 반대로 갔다
오픈AI는 같은 날 사이버 보안에 특화된 폐쇄형 모델 'GPT-5.6 사이버'를 출시했습니다. 시스템의 취약점을 실제 공격에 활용할 수 있는 코드로 만드는 기능을 갖췄다고 합니다. 운영·안전관리 체계인 '데이브레이크' 프로그램도 함께 내놨습니다.
누구나 살 수 있는 물건이 아닙니다. 오픈AI 관계자는 “일반적인 챗GPT처럼 누구나 바로 구매할 수 있는 제품이 아니라, 승인된 업무를 수행하는 검증된 개인이나 기업만 쓸 수 있다”고 설명했습니다.
이 논쟁은 미국 안에서 계속 세지고 있습니다. 팔란티어 CEO 알렉스 카프는 “폐쇄형 AI 생태계는 부르주아”라고 저격했고, 지난달에는 엔비디아와 마이크로소프트 등이 미국 정부에 오픈소스 모델을 제한하지 말라는 서한을 보냈습니다.
■ 정부는 개방형을 심사에서 뺐다
그러면 정부는 어느 쪽일까요? 그 사이 태도가 드러난 대목이 있습니다. 트럼프 행정부는 이달 오픈AI와 앤트로픽 등 최첨단 AI 개발업체들에, 새 모델이 생물무기 제조나 미국 기밀 시스템 침투에 쓰일 수 있는지를 정부가 심사하겠다고 통보했습니다.
그런데 사용자가 코드를 수정할 수 있는 '개방형' 모델은 심사 대상에서 뺐습니다. 개방형 모델을 다수 내놓고 있는 쪽이 바로 중국 기업들입니다. 새 정책을 설명받은 한 업계 고위 임원은 개방형 모델도 같은 수준의 위험을 가질 수 있다며 이 예외에 문제가 있다고 지적했습니다.
개방을 옹호하는 쪽에서도 온도가 다릅니다. 앤트로픽의 다리오 아모데이는 “개방형 가중치는 이러한 문제를 어느 정도 해결하는 데 도움이 되지만, 단순히 컴퓨팅 능력과 칩이 가장 많은 쪽에 권력이 집중되는 것을 다소 완화할 뿐이므로 충분한 해결책과는 거리가 멀다”고 했습니다.
■ 쓰는 입장에서 달라지는 것
당장 달라지는 것은 하나입니다. 성능 좋은 모델을 내 컴퓨터 안에 두고 쓸 선택지가 하나 더 생겼습니다.
그게 왜 공짜인지는 이유가 하나가 아닙니다. 신념과 전략, 실적 압박이 같은 방향을 가리키고 있을 뿐입니다.

A lightweight model that runs on a PC
Muse Glimmer is an open-weight model: the trained weights are published so anyone can download, adapt, modify and redistribute it.
That is not the same as open source, which publishes all the code. Open weights is a subset.
It is a lightweight version of Meta's higher-performance Muse Spark 1.2, running on-device. Meta says it will also provide developer access to Muse Spark, the paid closed model it released last month.
Zuckerberg's argument
Why give it away? Mark Zuckerberg published an essay the same day on Meta's blog, titled 'The future is for everyone'.
Superintelligence should be distributed widely so that everyone can work with the technology directly, he wrote, adding that some argue a small group of experts should control it — and that Meta disagrees.

On US government moves to restrict cheap Chinese open-weight models, he said that rather than limiting access to foreign open-source models, the goal should be for American open-source models to be the best in the world.
Other explanations came with the story. Meta reported in its second-quarter results that free cash flow fell 91% on rising costs including AI data centre construction, after which its shares dropped more than 8%.
Professor Kim Yong-hee of Sunmoon University said Meta likely judged that, as the weaker player, it could not match closed models' performance quickly, and is trying to catch up through open weights, where many people learning from and validating the model can push it forward.
OpenAI went the other way the same day
OpenAI released GPT-5.6 Cyber, a closed model specialised for cybersecurity, said to be able to turn system vulnerabilities into working exploit code. It also introduced an operations and safety programme called Daybreak.
It is not something anyone can buy. An OpenAI representative said it is not a product anyone can purchase outright like ChatGPT, but is limited to vetted individuals and companies performing approved work.
The argument keeps sharpening inside the US. Palantir CEO Alex Karp called closed AI ecosystems bourgeois, and last month Nvidia, Microsoft and others wrote to the US government asking it not to restrict open-source models.
The government left open models out of its review
So where does the government stand? Its position showed this month, when the Trump administration told frontier developers including OpenAI and Anthropic that it would review whether new models could be used to make biological weapons or penetrate classified US systems.
But 'open' models, whose code users can modify, were left out of that review — and open models are exactly what Chinese companies are releasing in volume. One senior industry executive briefed on the policy said open models can carry the same level of risk and called the exemption a problem.
Even among those who favour openness the temperature differs. Anthropic's Dario Amodei said open weights help somewhat, but only slightly soften the concentration of power in whoever has the most compute and chips, and are far from a sufficient answer.
What changes for users
One thing changes immediately: there is one more option for keeping a capable model on your own machine.
Why it is free has more than one answer. Conviction, strategy and earnings pressure happen to point the same way.
