한국인 10명 중 4명이 이미 AI를 쓴다.

그런데 정부는 지금 AI를 하나 더 만들고 있다.

쓰는 사람은 늘었는데 왜 또 만드나 싶어서, 두 소식을 나란히 놓고 봤다..

이미 37.1%가 쓰고 있다

마이크로소프트 AI경제연구소 자료다. 한국의 AI 사용률은 37.1%로, 지난해 하반기 30.7%에서 6.4%포인트 올랐다.

세계 순위도 18위에서 16위로 두 계단 올라갔다.

쓰는 곳은 예상대로다. 이메일과 보고서 작성, 번역, 코딩, 엑셀과 PPT.

눈에 걸린 건 그다음이었다. 진로 고민, 직장 내 갈등, 연애와 인간관계까지 AI에 묻는다.

대기업에 다니는 31살 정모씨는 고민이 생기면 주변 사람보다 챗GPT를 먼저 찾는다고 했다. 스타트업의 29살 이모씨는 AI가 없는 업무 환경은 상상할 수 없다고 말했다.

업무를 맡기는 걸 넘어 판단을 맡기기 시작했다는 얘기다.

전문가들이 짚은 우려 네 가지

서울여대 김명주 교수는 민감한 자료는 가급적 AI에 넣지 않는 것이 바람직하다고 했다.

중앙대 김재휘 교수는 특히 아동·청소년이 AI를 무한한 능력을 지닌 것처럼 받아들일 수 있다고 지적했다.

그런데 정부가 하나 더 만든다

과학기술정보통신부의 '모두의 AI' 사업이다. 전 국민이 무료로 쓰는 AI를 만들겠다는 것.

일정은 이렇다.

  • 8월 11일 — 참여 접수 마감
  • 8월 중 — 사업자 선정
  • 9월 — 베타 서비스
  • 연내 — 정식 출시

정부는 올해 서비스 개발에 엔비디아 GPU B200을 최대 512장까지 지원한다. 내년부터는 운영 비용을 예산으로 댄다. 2027년부터 2030년까지의 지원은 관계부처·국회 협의를 거쳐 정해질 예정이다.

참여를 확정한 곳은 카카오와 LG유플러스다. 네이버, SK텔레콤, KT는 아직 검토 중이고, 업스테이지·NC AI·이스트소프트·라이너·코난테크놀로지 같은 AI 기업들도 검토 단계다.

카카오는 5,000만명의 일상을 연결해 온 카카오톡의 기획·운영 노하우로 생활 밀착형 AI를 구현하겠다고 했다. SK텔레콤은 자체 파운데이션 모델과 에이닷 운영 경험, AI 데이터센터까지 풀스택 역량이 있는 만큼 면밀히 검토한 뒤 결정하겠다고 밝혔다.

수요는 있는데 왜 또 만드나

여기서 두 소식이 이어진다.

사용률 37.1%는 이미 시장이 있다는 뜻이다. 그런데 아티피셜 애널리시스의 종합 지능 지수 상위권에 한국 모델은 없다. 2026년 7월 말 기준 1위는 클로드 오퍼스5, 다음이 오픈AI GPT-5.6 솔, 7위가 중국 키미 K3다.

즉 쓰는 사람은 늘었지만 쓰이는 건 대부분 밖에서 만든 것이다. '모두의 AI'를 국산으로 만들겠다는 건 그 간격을 메우려는 시도로 읽힌다.

다만 성능 순위를 따라잡겠다는 얘기와, 국민이 무료로 쓸 서비스를 만들겠다는 얘기는 다른 목표다. 어느 쪽인지는 아직 분명하지 않다.

관건은 몇 년을 버티나다

AI 업계 관계자는 전 국민 무료 서비스를 지속할 자체 수익 모델을 실제로 구현할 수 있느냐가 관건이라고 말했다.

정부 지원은 일단 내년까지가 확정이고 그 이후는 협의 사항이다.

무료로 시작하는 건 쉽다. 몇 년째 무료로 유지하는 게 어렵다.

쓰는 사람은 이미 열에 넷인데, 쓰이는 건 대부분 남이 만든 것이다.

개인이 지금 챙길 건 두 가지 정도다.

하나는 9월 베타를 기다려볼 만하다는 것. 지금도 무료 AI는 많지만 대부분 사용량 제한이 걸려 있다.

다른 하나는 경계선이다. AI한테 '정리해줘'라고 할 것인가, '정해줘'라고 할 것인가. 앞의 건 도구고 뒤의 건 위임이다.

회사 자료를 넣는 것도 한 번쯤 생각해볼 일이다. 편한 만큼 새어나갈 구멍도 늘어나니까..

37.1% already use it

Figures from Microsoft's AI Economy Institute. Korea's AI usage rate is 37.1%, up 6.4 percentage points from 30.7% in the second half of last year.

The country also moved from 18th to 16th globally.

What they use it for is predictable: emails and reports, translation, coding, spreadsheets and slides.

The next part caught my eye. People are asking AI about career decisions, workplace conflicts, even relationships.

A 31-year-old at a large company said he now turns to ChatGPT before the people around him. A 29-year-old at a startup said he can't imagine working without it.

They've moved past handing over tasks. They're handing over judgment.

Four concerns the experts raised

  • 1. Leaks of personal and internal company data
  • 2. Deepening dependence on AI
  • 3. Children and teens trusting it too far
  • 4. Weakening critical thinking

Professor Kim Myeong-ju of Seoul Women's University said sensitive material is best kept out of AI altogether.

Professor Kim Jae-hwi of Chung-Ang University noted that children and teens in particular may take AI as having limitless ability.

And the government is building another

It's the Ministry of Science and ICT's "AI for All" project — a free AI for the whole population.

The timeline runs like this.

  • August 11 — deadline to apply
  • During August — operators selected
  • September — beta service
  • Within the year — full launch

The government is providing up to 512 Nvidia B200 GPUs for development this year, and will cover operating costs from the budget starting next year. Support from 2027 through 2030 is to be settled through inter-ministry and parliamentary discussion.

Kakao and LG Uplus have confirmed participation. Naver, SK Telecom and KT are still weighing it, as are AI firms including Upstage, NC AI, ESTsoft, Liner and Konan Technology.

Kakao said it would build a life-adjacent AI on the planning and operations know-how of KakaoTalk, which has connected 50 million people's daily lives. SK Telecom said it would review carefully before deciding, given its full-stack position — its own foundation model, running the A. service nationally, and building AI data centres.

If the demand is there, why build another

This is where the two stories join.

A 37.1% usage rate means the market already exists. But no Korean model sits near the top of the Artificial Analysis Intelligence Index. As of late July 2026 the leader is Claude Opus 5, followed by OpenAI's GPT-5.6 Sol, with China's Kimi K3 at 7th.

So usage has grown, but what's being used was mostly built elsewhere. Making "AI for All" domestic reads as an attempt to close that gap.

That said, catching up on the benchmark and building a free public service are two different goals. Which one this is isn't clear yet.

The real question is how many years it lasts

An industry figure said the real question is whether a business model can actually sustain a free nationwide service.

Government support is confirmed through next year; after that it's up for discussion.

Starting free is easy. Staying free for years is not.

Four in ten already use it — and most of what they use was built by someone else.

Two things are worth an individual's attention.

One is that the September beta may be worth waiting for. Plenty of free AI exists, but most of it comes with usage caps.

The other is the line. Do you ask AI to "summarise this" or to "decide this"? The first is a tool. The second is delegation.
