미국 빅테크가 자기 정부에 반대 서한을 냈다.
중국 AI를 막지 말라는 내용이다.
중국 회사도 아닌데, 왜 그럴까..
현지시간 24일, 미국 기업 20여 곳이 공개서한에 서명했다.
엔비디아, 마이크로소프트, 메타, 팔란티어, IBM, 델. 벤처투자사 앤드리슨 호로비츠도 이름을 올렸다.
배경은 키미 K3다. 중국 문샷AI가 7월 16일 내놓은 오픈웨이트 모델이 미국을 흔들자, 미 정부가 안보를 이유로 중국 개방형 모델을 차단하는 방안을 검토하기 시작했다.
그 검토에 업계가 반대하고 나선 것이다.
서한의 핵심 문장은 이렇다. 미국의 AI 지배력은 모든 분야로 확산하는 강력하고 개방적인 생태계를 구축하느냐로 평가될 것이라는 것.
논리는 세 갈래다.
- 개방형 모델이 있어야 스타트업·대학·공공기관이 큰 비용 없이 모델을 만든다
- 보안도 개방에서 나온다 — 가중치가 공개돼야 연구자·개발자들이 동작을 뜯어보고 취약점을 찾는다
- 불법 증류와 정당한 기술 개발은 구분해야 한다
젠슨 황 엔비디아 CEO는 서한을 공유하며 세상에는 최첨단 폐쇄형 모델과 최첨단 개방형 모델이 모두 필요하다고 말했다.
오픈AI, 앤트로픽, 구글은 서한에 참여하지 않았다.
이 세 곳은 모델을 공개하지 않는 폐쇄형 진영이고, 그동안 미국 정부에 중국 오픈 모델의 위험을 경고해온 쪽이다.
내 눈엔 전선이 미국 대 중국이 아니라 미국 안에서 갈린 걸로 보인다. 칩과 인프라를 파는 쪽은 개방을, 모델을 파는 쪽은 규제를 말하는 셈이다.
각자 서 있는 자리에서 나오는 얘기다.
포춘코리아는 젠슨 황의 입장이 베이징의 프레임에 가까워 보인다고 지적했다. 그는 과거 중국이 AI 경쟁에서 이길 것이라고 말했고, 최근 중국 오픈 모델을 훌륭하다고 평가했다.
정부 쪽 시각도 강경하다. 마이클 크라치오스 백악관 과학기술정책실장은 문샷AI가 증류 방식으로 미국 모델을 복제했다고 비판했고, 스콧 베선트 재무장관과 함께 제재 가능성을 시사했다.
증류는 큰 모델의 출력을 받아 작은 모델을 학습시키는 방식이다. 어디까지가 정당한 학습이고 어디부터가 무단 복제인지가 이번 논쟁의 한복판에 있다.
모델을 파는 회사는 문을 닫자고 하고, 칩을 파는 회사는 열어두자고 한다. 답이 하나로 모이기 어려운 이유다.
규제가 실제로 들어가면 값싼 선택지가 줄어든다.
지금 국내 서비스도 중국 오픈웨이트 모델을 뒷단에 쓰는 곳이 늘고 있다. 미국이 자국 기업의 사용을 막으면 그 흐름에도 영향이 온다.
반대로 서한대로 개방이 유지되면, 값싼 모델이 계속 쏟아진다는 뜻이다.
아직 결정된 건 없다. 정부는 검토 중이고, 업계는 반대 중이다.
다만 이 논쟁의 결과가 내가 내는 AI 요금에 닿는다는 건 분명해 보인다..

On July 24 local time, more than 20 US companies signed an open letter.
Nvidia, Microsoft, Meta, Palantir, IBM and Dell, along with the venture firm Andreessen Horowitz.
The trigger was Kimi K3. After Chinese startup Moonshot AI released the open-weight model on July 16 and rattled the US, Washington began weighing a block on Chinese open models on national security grounds.
The industry is pushing back against that review.
Its central claim: American AI dominance will be judged by whether it builds a strong, open ecosystem that spreads across every field.
The argument runs three ways.
- Open models are what let startups, universities and public institutions build without heavy costs
- Security comes from openness too — published weights let a wide community of researchers inspect behaviour and find vulnerabilities
- Illegal distillation and legitimate development have to be told apart
Nvidia CEO Jensen Huang, sharing the letter, said the world needs both frontier closed models and frontier open models.
OpenAI, Anthropic and Google did not sign.
All three keep their models closed, and all three have been warning Washington about the risks of strong Chinese open models.
To me the line isn't America versus China so much as a split inside America. The companies selling chips and infrastructure want openness; the companies selling models want rules.
Each argues from where it stands.
Fortune Korea noted that Huang's position looks close to Beijing's framing. He has said China would win the AI race, and recently called Chinese open models excellent.
The government side is firm. Michael Kratsios, head of the White House Office of Science and Technology Policy, accused Moonshot AI of copying US models through distillation, and with Treasury Secretary Scott Bessent signalled possible sanctions.
Distillation means training a smaller model on a larger one's outputs. Where legitimate training ends and unauthorised copying begins sits at the centre of this fight.
The companies selling models want the door shut; the ones selling chips want it open. No wonder the answer isn't converging.
If restrictions land, the cheap options shrink.
A growing number of Korean services already run Chinese open-weight models underneath. If the US bars its own companies from using them, that flow feels it too.
If openness holds instead, cheap models keep arriving.
Nothing is settled. The government is reviewing; the industry is objecting.
But it does seem clear that how this ends reaches all the way down to the AI bill I pay..
