2년 안에 전 세계 기업 절반이 중국 AI 모델을 쓸 거라는 전망이 나왔습니다. 시장조사기관 가트너의 '2026 중국 주요 AI 트렌드' 보고서입니다.
그리고 그 전망이 나온 뒤, 미국이 동맹국에 편지를 쓰기 시작했습니다.
숫자가 가리키는 방향과 정책이 가리키는 방향이 정면으로 맞섭니다.
■ 5%에서 50%로, 2년
가트너가 잡은 수치는 이렇습니다. 글로벌 기업의 중국 AI 모델 채택률이 지난해 5%였는데, 2027년이면 50%로 뛴다는 것입니다.
그 숫자는 어디서 나왔을까요? 근거로 든 흐름은 기업들이 한 곳에 몰아주던 방식에서 벗어나 여러 모델을 함께 쓰는 쪽으로 재편되고 있다는 점입니다. 그 선택지 안에서 중국 AI가 성능과 비용을 동시에 끌어올리며 올라왔다는 분석입니다.
■ 값이 싸서만은 아니다
올해 중국 스타트업 문샷AI가 낸 '키미 K3'가 그 변화를 보여주는 예로 꼽힙니다. 매개변수 약 2조 8천억 개의 오픈웨이트 모델인데, 각종 성능 평가에서 앤트로픽과 오픈AI의 최상위 모델 바로 뒤를 잇는 수준을 기록했습니다.
그러면 얼마나 따라붙은 걸까요? 전문가들은 미·중 AI 기술 격차가 과거 6~9개월에서 최근 2~3개월까지 좁혀진 것으로 봅니다.
그 아래에는 생태계가 있습니다. 딥시크를 만든 량원펑은 유학 경험 없이 저장대에서 학·석사를 마친 뒤 퀀트 헤지펀드로 번 자본으로 GPU 클러스터를 선제 확보했고, 외부 투자자의 단기 수익 압박 없이 연구에 몰두했습니다. 키미를 만든 1992년생 양즈린의 대학 시절 스승은 지푸AI 수장인 칭화대 탕제 교수입니다.
미국의 반도체 공급 제한이 오히려 중국의 자국 칩 개발을 앞당겼다는 평가도 나옵니다. 화웨이는 고대역폭메모리 병목을 3D 첨단 패키징으로 우회하는 '타우 스케일링 법칙'을 내놨고, 딥시크와 즈푸는 올해부터 화웨이 AI 칩 '어센드' 위에서 네이티브로 돌아가는 체계를 갖췄습니다.
가트너는 2030년까지 중국 기업의 프라이빗 AI 인프라에서 자국산 가속기 비중이 50%를 넘어설 것으로 봤습니다.
■ 확산을 만든 것은 오픈웨이트
속도를 올린 것은 오픈웨이트 전략입니다. 키미 K3를 비롯해 GLM-5, 딥시크 V4, 알리바바 큐웬 시리즈가 모델 가중치를 공개해, 기업이 직접 내려받아 자사 서비스에 붙일 수 있게 했습니다. 공개된 가중치, 자국 칩 위에서 도는 모델, 그리고 국가가 잡은 보급률 목표.
값도 낮습니다. 딥시크는 deepseek-chat 기준 입력 100만 토큰당 0.27달러, 출력 1.10달러를 제시합니다. 앤트로픽이 클로드 페이블 5와 미토스 5를 입력 10달러, 출력 50달러로 공지한 것과 비교하면 자릿수가 다릅니다.
모델은 에이전트로 이어집니다. 중국 정부는 2027년까지 AI 에이전트와 지능형 단말 보급률을 70% 이상으로 올리겠다는 목표를 제시했고, 가트너 조사에서 중국 기업의 34%가 이른바 '피지컬 AI' 적용을 적극 검토한다고 답했습니다.
■ 그 사이 날아든 편지
여기에 변수가 하나 끼어들었습니다. 미 국무부가 지난 6월 '미국의 AI 기회 성명'에 서명한 35개국에 서한을 준비하고 있다는 보도입니다. 중국 주도 구상에 동시에 참여하면 미국 중심 AI 연합에서 제외될 수 있다는 내용이고, 그 35개국에 한국이 들어 있습니다.
서한 초안의 문장은 셉니다. “모든 것의 일부가 되는 것은 아무것의 일부도 아닌 것과 같다”며 “팍스 실리카 참여는 단순한 회원 가입이 아니라 약속이라고 강조했습니다”고 촉구했습니다.
가트너의 50%는 기업이 고르는 이야기이고, 이 서한은 나라가 고르라는 이야기입니다.
■ 열어둔 것을 닫을 수도 있다
가중치를 공개한 것은 선의가 아니라 확산 전략입니다. 그렇다면 닫는 것도 전략이 될 수 있습니다.
지난달 미국이 미토스 수출을 통제하자 중국도 자국 AI 기술의 해외 유출을 막는 대응에 착수했습니다. 중국 상무부가 알리바바·바이트댄스·즈푸 등 주요 AI 기업들과 학습용 핵심 데이터의 해외 이전을 제한하고 외국 이용자의 모델 가중치 다운로드를 막는 방안을 협의 중인 것으로 알려졌습니다. 확정된 정책이 아니라 협의 단계로 전해진 내용입니다.
그래도 방향은 읽힙니다. 지금 공짜로 내려받을 수 있다는 것이 계속 그러리라는 보장은 아니라는 것입니다.
■ 한국 기업이 놓인 자리
값싼 중국 모델을 쓰면 데이터 보안과 지정학 리스크가 따라오고, 안 쓰면 비용 부담과 미국 AI 의존에 따른 수출 통제 위험을 안습니다. 여기에 이제 '연합에서 빠질 수 있다'는 변수가 더해졌습니다.
국회입법조사처는 최근 보고서에서 “독자 AI 파운데이션 모델 확보를 넘어 AI 생태계 전반에 대한 주권적 통제력을 강화하는 방향으로 전략을 수정해야 한다”고 제언했습니다.
결국 싼 것을 쓸지 말지의 문제가 아닙니다. 남의 열쇠로 연 문이 언제까지 열려 있느냐의 문제입니다.
Half the world's companies will use Chinese AI models within two years, according to a projection in Gartner's '2026 Key Chinese AI Trends' report.
And since that projection, the United States has started writing letters to its allies.
The numbers point one way and the policy points the other.
5% to 50% in two years
Gartner's figure: global enterprise adoption of Chinese AI models was 5% last year and reaches 50% by 2027.
Where does that number come from? The reasoning is that companies are shifting from concentrating on one provider to running several models, and that within that mix Chinese AI has climbed by improving performance and cost at once.
Not only because it is cheap
Kimi K3, released this year by the Chinese startup Moonshot AI, is cited as the example. An open-weight model with about 2.8 trillion parameters, it has scored just behind the top models from Anthropic and OpenAI across benchmarks.
So how close is it? Experts put the US-China gap at two to three months, down from six to nine.
Underneath is an ecosystem. DeepSeek's Liang Wenfeng, who never studied abroad, took his degrees at Zhejiang University and used capital from a quant hedge fund to secure GPU clusters early, free of outside investors' short-term pressure. Yang Zhilin, born in 1992, who built Kimi, studied under Tsinghua professor Tang Jie, who heads Zhipu AI.
US chip export controls are also credited with accelerating China's domestic silicon. Huawei introduced a 'tau scaling law' that routes around high-bandwidth memory bottlenecks with 3D advanced packaging, and DeepSeek and Zhipu have run natively on Huawei's Ascend AI chips since this year.
Gartner expects domestic accelerators to exceed 50% of Chinese companies' private AI infrastructure by 2030.
Open weights drove the spread
What accelerated it was the open-weight strategy. Kimi K3, GLM-5, DeepSeek V4 and Alibaba's Qwen series all published model weights, letting companies download them and wire them into their own services. Published weights, models running on domestic silicon, and a state penetration target.
The prices are low. DeepSeek lists deepseek-chat at $0.27 per million input tokens and $1.10 per million output. Against Anthropic's $10 and $50 for Claude Fable 5 and Mythos 5, that is a different order of magnitude.
Models lead to agents. Beijing has set a target of over 70% penetration for AI agents and intelligent terminals by 2027, and 34% of Chinese companies in Gartner's survey said they are actively considering 'physical AI'.
A letter, in the meantime
Then a new variable arrived. The US State Department is reportedly preparing a letter to the 35 countries that signed its 'AI Opportunity Statement' in June, warning that joining China-led initiatives at the same time could mean exclusion from the US-centred AI coalition. South Korea is among the 35.
The draft is blunt: “To be part of everything is to be part of nothing,” it says, stressing that joining Pax Silica is not simply joining a club but a commitment.
Gartner's 50% is about what companies choose. The letter is about what countries choose.
What was opened can be closed
Publishing weights was a distribution strategy, not a gift. Which means closing them can be a strategy too.
After the US restricted Mythos exports last month, China moved to limit outflows of its own AI technology. The Ministry of Commerce is reportedly in talks with Alibaba, ByteDance, Zhipu and others about restricting overseas transfer of core training data and blocking foreign users from downloading model weights. This is reported as under discussion, not settled policy.
The direction is readable regardless: being able to download it free today is not a guarantee about tomorrow.
Where Korean companies sit
Using cheap Chinese models brings data security and geopolitical risk; not using them brings cost pressure and export-control exposure through dependence on US AI. Now there is a third variable: possible exclusion from a coalition.
The National Assembly Research Service recently recommended shifting strategy beyond securing a sovereign foundation model toward strengthening sovereign control over the AI ecosystem as a whole.
So it is not a question of whether to use the cheap option. It is a question of how long a door opened with someone else's key stays open.
