유튜브는 크리에이터가 AI로 실제와 분간이 어려운 콘텐츠를 만들거나 유의미하게 바꾼 경우 이를 공개하도록 하고 있습니다. 내 목소리를 복제해 해설이나 더빙에 쓰는 건 공개하지 않아도 되는 예로 나옵니다. 반대로 실제 인물이 하지 않은 말을 한 것처럼 만들면 공개 대상이고, 당사자는 삭제를 요청할 수 있습니다.
네이버 지식iN에서 'AI 목소리'로 검색되는 질문이 9월 24일 기준 2만 건이 넘고, 'AI 커버'는 7,269건입니다.
■ 공개해야 하는 경우
유튜브 고객센터의 '생성형 AI 콘텐츠 사용 공개' 문서는 공개 대상을 세 가지로 적었습니다. 실제 인물이 하지 않은 말이나 행동을 한 것처럼 보이게 만든 콘텐츠, 실제 사건이나 장소의 영상을 변형한 콘텐츠, 실제로 일어나지 않은 장면을 사실적으로 만든 콘텐츠입니다.
예시로는 다른 사람이 실제로 하지 않은 조언을 한 것처럼 보이게 만드는 경우, 공인이 훔치지 않은 것을 훔친 것으로 묘사하는 경우, 실제 인물이 체포되거나 투옥된 것처럼 보이게 만드는 경우 등이 있습니다.
■ 공개하지 않아도 되는 경우
모든 AI 사용이 대상은 아닙니다. 비현실적인 콘텐츠나 사소한 수정은 공개하지 않아도 됩니다.
목소리와 관련된 예가 여럿입니다. 음성 해설이나 더빙을 위해 자신의 음성을 복제하는 것, 음성·오디오 복원, 효과를 써서 이전에 녹음된 오디오를 개선하는 것입니다. 생성형 AI로 동영상 개요나 스크립트, 썸네일, 제목을 만들거나 다듬는 것도 공개할 필요가 없다고 적혀 있습니다.
■ AI 커버는 어디에 들어가나
그럼 실제 가수의 목소리를 흉내 낸 AI 커버는 어느 쪽일까요?
공개 문서에는 'AI 커버'나 노래를 직접 짚은 예시가 없습니다. 가장 가까운 기준은 유튜브 개인 정보 보호 가이드라인입니다. 이 문서는 누군가 AI로 허락 없이 내 음성이나 이미지를 바꾸거나 만든 경우를 신고 대상으로 들고, 예로 특정 인물이 실제로 하지 않은 말을 한 것처럼 들리게 오디오를 시뮬레이션하는 경우를 적었습니다.
당사자가 신고하면 유튜브는 콘텐츠가 변경·합성됐는지, 시청자에게 그렇다고 공개됐는지, 개인을 고유하게 식별할 수 있는지, 패러디나 풍자 같은 공익적 가치가 있는지 등을 따진다고 밝혔습니다. 공개 여부가 검토 항목에 들어 있다는 점이 눈에 띕니다.

■ 표시하는 법
공개는 업로드 과정에서 합니다. 유튜브 스튜디오에서 콘텐츠를 올리다가 '속성' 섹션의 'AI 사용'에서 요건에 해당하면 '예'를, 아니면 '아니요'를 고릅니다.
'예'를 고르면 라벨이 붙습니다. 실제와 분간이 어려운 콘텐츠는 동영상 플레이어에, 사실적이지 않거나 애니메이션인 콘텐츠는 펼친 설명란에 라벨이 표시될 수 있습니다.
라벨을 달면 손해를 보지 않을까요? 유튜브는 AI 콘텐츠임을 공개한다고 해서 시청자층이 제한되거나 수익 창출 자격 요건이 영향을 받는 것은 아니라고 적었습니다.
반대로 숨기면 불이익이 있습니다. 공개를 계속 거부하는 크리에이터에게는 라벨이 직접 적용되거나, 콘텐츠 삭제, 유튜브 파트너 프로그램 참여 정지 같은 불이익이 있을 수 있다고 적혀 있습니다.
유튜브가 라벨을 자동으로 붙이기도 합니다. 유튜브의 생성형 AI 도구로 만든 콘텐츠, C2PA 메타데이터가 들어 있는 콘텐츠, 구글 내부 시스템이 AI로 생성·변경됐다고 감지한 콘텐츠가 대상입니다. 잘못 붙었다면 대부분 스튜디오의 AI 사용 공개 설문조사에서 '아니요'를 골라 바꿀 수 있습니다. 다만 유튜브 AI 도구로 만든 콘텐츠, C2PA 메타데이터가 있는 콘텐츠, 직접 검토 후 라벨이 붙은 콘텐츠는 조정할 수 없습니다.

YouTube requires creators to disclose when they use AI to make realistic content or meaningfully alter it. Cloning your own voice for voiceover or dubbing is listed as not requiring disclosure. Making a real person appear to say something they did not is, and that person can request removal.
On Naver's Q&A service, a search for 'AI voice' returns more than 20,000 questions as of September 24, and 'AI cover' 7,269.
■ When you must disclose
YouTube's help page on disclosing generative AI content lists three cases: making a real person appear to say or do something they did not, altering footage of real events or places, and generating a realistic scene that did not actually occur.
Examples include making it appear someone gave advice they did not, depicting a public figure stealing something they did not steal, and making it appear a real person was arrested or imprisoned.
■ When you need not
Not every AI use counts. Unrealistic content and minor changes do not need disclosure.
Several examples involve voice: cloning your own voice for voiceover or dubbing, voice or audio repair, and improving previously recorded audio with effects. Using generative AI to create or improve video outlines, scripts, thumbnails or titles also needs no disclosure.
■ Where AI covers fit
So which side is an AI cover that imitates a real singer's voice?
The disclosure page has no example naming AI covers or songs. The closest standard is YouTube's privacy guidelines, which list someone using AI to alter or create your voice or image without permission as reportable, with the example of simulating audio so a person sounds like they said something they did not.
When the person reports it, YouTube says it considers whether the content is altered or synthetic, whether it is disclosed to viewers as such, whether the person is uniquely identifiable, and whether it has parody, satire or other public-interest value, among other factors. Disclosure is itself one of the review factors.
Copyright in the original song is outside both pages. The privacy guidelines separately point to a copyright complaint if someone copied a video you made or content you own.
■ How to disclose
Disclosure happens during upload. In YouTube Studio, under 'AI use' in the Attributes section, choose Yes if the content meets the disclosure requirements, otherwise No.
Choosing Yes adds a label: in the video player for realistic content, or in the expanded description for unrealistic or animated content.
Does the label cost you? YouTube says disclosing AI content does not limit a video's audience or affect monetization eligibility.
Hiding it can: creators who consistently choose not to disclose may have a label applied for them, or face content removal or suspension from the YouTube Partner Program.
YouTube may also apply labels automatically - for content made with YouTube's generative AI tools, content with C2PA metadata, and content Google's internal systems detect as AI-generated or altered. If wrong, most can be changed by choosing No in the AI disclosure survey under Attributes in Studio, but not for content made with YouTube AI tools, content with C2PA metadata, or content labeled after manual review.
