삭제 지원은 한국여성인권진흥원의 중앙디지털성범죄피해자지원센터가 맡습니다. 상담 접수부터 삭제 지원, 유포 모니터링, 수사·법률·의료 연계까지 한곳에서 지원합니다.

센터 전화 상담은 평일 오전 8시~오후 10시, 주말·공휴일 오전 9시~오후 6시입니다. 여성긴급전화 1366은 365일 24시간 받고, 온라인 비공개 게시판은 언제든 신청할 수 있습니다.

가해자를 꼭 신고해야 하는 것은 아닙니다. 가해자 신고 없이도 상담과 삭제 지원을 받을 수 있고, 가해자가 누군지 몰라도 삭제에 필요한 근거 자료가 있으면 지원받을 수 있다고 센터는 답합니다.

미성년 피해자는 부모 동의 없이 직접 삭제지원을 신청할 수 있습니다.

신청 전에 챙길 세 가지

센터는 삭제 지원과 유포 모니터링을 신청할 때 세 가지를 미리 확보해 두면 더 빨리 접수할 수 있다고 안내합니다.

  • 피해물이 올라온 게시물의 구체적인 주소(URL)
  • 영상·사진 형태의 피해 촬영물
  • 게시글 제목·내용처럼 피해물을 찾을 수 있는 키워드

원본이 중요한 이유가 있습니다. 센터는 피해 촬영물 원본을 확보해야 모니터링과 삭제 지원이 가능하다고 설명합니다. 당장 원본이 없어도 경찰에 신고하면 수사 과정에서 디지털포렌식 등으로 확보할 수 있습니다.

서두를수록 좋습니다. 센터 삭제지원팀장은 2024년 정책브리핑 인터뷰에서 "24시간 골든타임 내 삭제를 시작한다면 피해를 확실히 줄일 수 있습니다"라고 말했습니다.

삭제 지원은 기본 3년이고 연장할 수 있습니다. 다만 플랫폼에 따라 완전한 삭제가 어려울 수 있어 지속적인 모니터링이 필요하다고 센터는 덧붙였습니다.

처벌을 원하거나, 남의 피해를 봤다면

가해자 처벌은 경찰 몫입니다. 긴급하면 112, 경찰 민원 상담은 182입니다. 가까운 경찰서를 찾아가도 되고, 방문이 어렵다면 사이버범죄 신고시스템(ecrm.police.go.kr)으로 인터넷 신고를 합니다.

신고가 끝나면 접수 번호가 이메일이나 문자로 오고, 경찰청이 관할 경찰서나 사이버수사팀에 사건을 배당합니다. 사건번호가 생기면 플랫폼에 더 적극적으로 삭제를 요청할 수 있다는 점도 센터가 꼽은 신고 이유입니다.

피해 당사자가 아니어도 됩니다. 남의 피해를 알게 됐다면 경찰서 방문, 182, 국민신문고로 제보할 수 있습니다. 피해물 삭제·차단은 방송미디어통신심의위원회 1377이나 report.kocsc.or.kr에서 신청합니다.

가해자가 신고하면 유포하겠다고 협박해도 직접 만나거나 신고 사실을 알리지 말라고 센터는 조언합니다. 촬영물을 이용한 협박은 1년 이상의 유기징역에 처할 수 있는 범죄입니다.

보는 쪽도 처벌 대상입니다. 2024년 법 개정으로 성적 허위영상물을 소지·구입·저장·시청하기만 해도 최고 징역 3년이나 3,000만 원 이하 벌금으로 처벌받을 수 있습니다.

지울 것은 센터에, 처벌할 것은 경찰에 맡기면 됩니다. 센터가 수사 연계도 돕기 때문에, 어디부터 걸지 망설여진다면 24시간 열려 있는 1366이 출발점입니다.

If you find you are a victim of a deepfake sex crime, think of two separate jobs: getting it removed and getting the offender punished. Removal goes to the National Center for Digital Sexual Crime Response (02-735-8994) or the women's emergency line 1366; punishment goes to the police (112 or the cyber crime reporting system).

You don't have to be the victim to report. If you see someone else's harm, tip off police via 182 or the e-People portal, and ask Korea's communications standards commission (1377) to remove or block it.

Removal: start with the center

Removal support is handled by the National Center for Digital Sexual Crime Response under the Korea Women's Human Rights Institute. It covers intake, removal support, monitoring for redistribution, and links to investigative, legal and medical help in one place.

The center's phone line runs from 8 a.m. to 10 p.m. on weekdays and 9 a.m. to 6 p.m. on weekends and holidays. The 1366 line answers 24 hours a day, 365 days a year, and the private online board takes requests at any time.

You don't have to report the offender. Counseling and removal support are available without a police report, and even if you don't know who did it, you can get support as long as you have the evidence needed for removal, the center says.

Minors can apply for removal support themselves without a parent's consent.

Three things to prepare first

The center says requests for removal and monitoring are processed faster if you have three things ready.

  • The exact address (URL) of the post where the material appears
  • The material itself, as video or images
  • Keywords that can find it, such as the post title or text

The original matters: the center says monitoring and removal depend on securing the original material. If you don't have it, reporting to police lets investigators obtain it through digital forensics and other means.

Speed matters too. In a 2024 Korea Policy Briefing interview, the head of the center's removal team said starting removal within the 24-hour golden time clearly reduces the harm.

Removal support lasts three years by default and can be extended. Depending on the platform, complete removal may be difficult, so ongoing monitoring is needed, the center adds.

If you want punishment, or saw someone else's harm

Punishing the offender is the police's job. Call 112 in an emergency; 182 is the police complaint line. You can visit a nearby police station, or file online through the cyber crime reporting system (ecrm.police.go.kr) if a visit is hard.

After you file, a case number arrives by email or text, and the National Police Agency assigns the case to a local station or cyber investigation team. A case number also lets you press platforms harder for removal, which the center lists as a reason to report.

You don't have to be the victim. If you learn of someone else's harm, you can tip off police by visiting a station, calling 182 or using the e-People portal. To have the material removed or blocked, apply to Korea's communications standards commission at 1377 or report.kocsc.or.kr.

If the offender threatens to spread the material if you report, don't meet them or tell them you have reported, the center advises. Threatening someone with such material is itself a crime punishable by at least one year in prison.

Viewers face punishment too. Since a 2024 legal change, possessing, buying, storing or even watching sexual deepfakes can be punished by up to three years in prison or a fine of up to 30 million won.

Leave removal to the center and punishment to the police. The center also helps connect you to investigators, so if you aren't sure whom to call first, 1366, open around the clock, is a starting point.
